Phase II e-Manifest Rumors Surface

We will certainly confirm as soon as we can, but according to numerous sources, US Customs will delay the mandatory implementation (Mandation) of any additional US/Canadian ports until the Summer of 2007.

- This includes all US/Canadian ports except those mandated for January 25th (listed below):

  5. Hannah
  6. Sarles
  7. Hansboro

Why you should take the e-Plunge now

If your trucks cross through any of the ports mandatory for e-Manifest on January 25th, the answer is simple: If you don’t start now, you’re not going to be ready. It’s not just about learning how to use a website, it’s about gathering all of the necessary information and redefining your business processes. The experience of our e-Manifest clients has proven consistent; getting your e-ducks in an e-row takes more time and effort than you think.

How so?

Well, there is a large amount of data to organize. First, you need to have all of your fleet documented - including your truck IDs, VINs, and plate numbers; as well as your trailer IDs and plate numbers. Second, you need information from your drivers - some of which you’ve likely never requested of them before. This has been the greatest challenge to date for many carriers. Finally, as far as business processes, your drivers may be making small revisions to your manifest and Customs documents at the border. Those revisions will likely need to be done before an e-Manifest can be finalized.

What about me?

If you don’t cross through any of the January-mandated ports, we still recommend that you begin to implement a plan - organize your information and talk with your drivers about your processes. While e-Manifest will likely change a bit before you see it, learn from the scrambling e-Pioneers and do your homework early. Should I be filing e-Manifests?

As we’ve addressed in another post, no matter where you are, you should begin taking the e-Manifest e-Plunge. However, whether you should actually file an e-Manifest is port specific.

There are currently three different port scenarios with e-Manifest. They are:


  1. e-Manifest will be mandatory January 25, 2007

  2. e-Manifest is working, but will not be mandatory for a while

  3. e-Manifest isn’t even working

So, when deciding if you should be filing e-Manifests, you need to look at the ports where you cross into the US. While we have a brief rundown below, see our e-Manifest Port Guide to find your Ports of Entry.

Pembina, ND Yes Yes You need to be filing e-Manifests very, very soon. While there will be a staged implementation after January 25th, you should be filing e-Manifests. Remember, organizing your information is more than half the battle.
Detroit, MI Yes No e-Manifest might not be mandatory, but it is in your best interest. If your broker doesn’t get your entry filed by the time your truck gets to US Customs, they’ll turn you around and put you at the back of the line.
Sweetgrass, MT No No Since e-Manifest isn’t even turned on yet, it’s a waste of time to submit an e-Manifest. Customs can’t even see it. However, you should be organizing your information and processes. Here’s a handy spreadsheet to do so.
